Action Plan Steering Committee
Products - A Lower Nehalem Watershed Action Plan that includes:
1) The Purpose of the document (March)
2) Background information on the Lower Nehalem watershed (March)
3) Role and mission of the Lower Nehalem Watershed Council (March).
4) A list of the regulations/ordinances/laws that affect natural resources use in the watershed (May).
5) A compilation of the products from work groups (June).
Responsibilities of the Action Plan Steering Committee
1) Coordinate work group activities,
2) Monitor work group progress,
3) Assist work group staff in obtaining any additional resources needed'
4) Review/critique work group products,
5) Review and critique final Action Plan.
Responsibilities of Action Plan Steering Committee Staff
1) Talk with work group staff on a regular basis to determine work group progress and report progress to the steering committee and full Council.
2) Develop a draft of the action plan. Make revisions as necessary.

March:
1) Assess the quality of data layers
2) Description of current conditions.
3) Criteria for project priorities.
4) Identify needs for resource staff.
April:
5) Projects that will help correct current problems.
6) Priorities for projects.
7) Identify laws, ordinances, and regulations applicable (permits needed) to subject area (
May:
8) A list of agencies and individuals we will work with to implement each project. (draft due in May)
9) A list of possible sources of funding, if needed. (draft due in May)
10) A description of any additional data that will be needed to better understand current conditions or determine the impact of projects. (draft due in May)
11) A description of educational opportunities within each project. (draft due in May)

1) Provide general direction to the work group staff member.
2) Review and critique products generated by work group staff.

1) Assemble relevant reference materials and review with work group members either in a group meeting or as individuals.
2) Develop the written products, review with work group members and revise as needed.
Work Group Categories
Riparian Conditions - stream-side conditions for each stream segment
Fish Habitat - Fish usage and in-stream conditions for each stream segment
Channel Modifications - Channel modifications (including road-stream crossings) which hinder fish passage in streams.
Wetlands and Estuary -
Water Quality - temperature, bacteria and turbidity/sediment
Hydrology - Stream-flow and flooding.
