Roy Creek

 

The proposed project involves the replacement of two 6-foot diameter culverts at the mouth of Roy Creek, near Foss Road.

Phase I of the project will implement the engineering design and preparation of required permits for a replacement structure that will not hinder fish passage, support a 300,000 lb. train engine and function well within the geomorphic flood plain of Roy Creek./ main stem Nehalem.

Current conditions of the culvert include jump height barriers and velocity barriers to fish passage. The current jump height into the east culvert is 2.8 feet. Velocities exceed 10 feet per second. Current state guidelines recommend a maximum jump height of 0.5 feet for juveniles, 1 foot for adults, and maximum velocities of 1.5 - 2 feet per second for juveniles and 5 feet per second for adult salmonids (for culvert lengths between 60 and 100 feet).

Historically Coho, steelhead and chum utilized the upstream habitat for spawning and rearing. Currently, Coho and chum do not use the upstream habitat due to access blockages from the culverts.

We will hire a licensed engineer to create certified designs that formulize solutions for each of the components of this complicated project.

From this information we will develop cost estimates, and contract implementation requirements for Phase II. Our Phase II implementation proposal will include a Memorandum Of Understanding among the stake holder groups. That MOU will bind and guide us through the implementation of the "Roy Creek Fish Passage/Essential Salmon Habitat Recovery Project.

ODFW Fish Passage Engineer ­ Jane Kelly, NRCS Engineer ­ Matt Rosener, Port of Tillamook and Tillamook Co. Rd. Department engineers have agreed to review designs produced by the private consultant and comment accordingly. Designs will be approved once the above-mentioned are satisfied with consultant's product.
